You can also chisel away enough of the plastic IC case with a scalpel to 
expose metal if a pin is completely snapped off at the casing. It's 
still hard to get solder to adhere to it (as the amount of metal you can 
expose is tiny and recessed into the chip) - but it's just possible. If 
you then put the damaged chip into a socket you can run a wire from the 
exposed metal to the corresponding pin on the socket and treat the whole 
thing as one module.

It's a fiddly job, but it is possible if you have a soldering iron with 
a very fine tip. Probably more trouble than it's worth for most ROMs 
which are readily obtainable, but I've had to do it before to rescue 
oddball chips on various machines.
