Who actually builds these Super-Villian's bases
on faraway planets?

If people are biologically best fit to bear children
in their early 20s, but are financially best fit to
raise children in their late fourties, the inevitable
conclusion is that people should breed in their
twenties, give their children the previous generation
to raise them, and then when they get to their
fourties be given children newly spawned by people
the next generation.
