No. There are various sorts of contact cleaner.

E.g. here in NL (but should be available all over europe) we have:
 Kontakt 60: Eliminates oxide and sulfide layers, and leaves a
protection layer to keep contacts from oxidizing again. Mainly for
switches, relais, but works fine for IC sockets if using *very little*.
Problem here is that when using too much, an oily substance (surplus of
the 'protection layer') will spread over the board. After spraying it's
best to clean the non-metal areas (esp. the PCB) 

 Kontakt 61: As 60 but with lubricant for moving parts.

 Tuner 600: Cleanes and leaves no residue and is used for all delicate
equipment, including Hifi potentionmeters, switches, remote control
keypads, computer equipment. Excellent for ICs and sockets.

I use tuner 600 for ICs/sockets except where I change ICs a lot, then I
use Kontakt 60. Thie latter is also perfect for e.g. the BBC keyboard
cable/contacts if one fiddles with ROMs (moving the keyboard etc.)
